I think you need to input the highest potential energy the drone has in flight which is 13.89m/s (50KPH) not 3m/s. If you do this you should get a figure closer to 29J which makes more sense and is below the regs in Croatia. The Mavic would top out at 121J which would indeed fall into the regulations.
